After the publication of this paper [1], readers pointed out one minor error. The error is in Equations (1) – (3), where the notation c_j is not defined. Therefore, in subsection 2.1 in [1], the definition of notation c_j should be added as follows:

c_j: Dynamic cost of link j; it is determined by the current state of the network.

The author regret this error, which does not affect any of the numerical results presented or conclusions reached in [1].
