Abstract
A new type of mode scrambler is described that significantly reduces bandwidth-measurement variation due to source launch-condition changes. The simplicity of its design affords device repeatability not characteristic of other types previously reported. Several such devices have been fabricated, tested, and shown to be effective in promoting close agreement among different measurement systems. A standardized input modal distribution may thus be obtained approximating a steady-state distribution.
